But Fogarty said an estimated 12% to 15% of emergency calls coming into Pinellas ’ 911 system end up getting dropped or never make it to an emergency operator. (WFLA) — A St. Petersburg man is under scrutiny after investigators say he made more than 16,000 calls to 911 over the past five years, many of them not emergencies. This month we sat down with Annette Shapiro, a law enforcement analyst with the Pinellas County Sheriff’s Office, to discuss how investigations are evolving with digital evidence .
